Panama in generally safe. It does not have significant problems with drug cartels and kidnappings like some of its neighbors to the north and the south.
The most dangerous part of Panama for travelers is the Darién Gap, a dense forest that separates Panama from Colombia. It is highly advised not to travel there without reason. There have historically been kidnappings. It is an isolated region from the rest of Panama, so it makes no sense to travel there unless you are looking for trouble.

The water in most of the country is safe to drink. It is not however safe to drink the tap water in Bocas del Toro. One should instead drink bottled water. Western Panama contains a seismic zone, so follow safety procedures and precautions provided by local news and radio in case of any earthquake activity.
