I have a daughter of a previous marriage. Her dad passed away. My new husband needs to get her a family visa for us to join him in Muscat next year. Will it be possible if he didn't adopt her and they don't share a last name ? She will be turning 17 next year.

In theory there shouldn't be any problem if it is a visa base on family reunion. He will need to demonstrate the link between you and your daughter and based on the fact that he is your husband, he should obtain the visa.
