Social Welfare Department is in charge of the basic social security in Hong Kong:

There is no social security as such in Hong Kong apart from work insurance in case you hurt yourself. Otherwise you get it yourself like in the United States. On the other hand the market for social security services is very good (see the Health section as well) and very competitive.
In all cases though, make sure that health care is included in your work package/contract. If there is a problem, you can still go to a public hospital and get treated for free in case of an emergency.
